PROBLEM TO BE SOLVED: To solve problems that a conventional art has know-how for providing a sanitary toilet using a toilet seat sheet, however, the know-how is unavailable in environment installed with no facility, a user may use it by laying a toilet paper sheet on the toilet seat or cannot help but give up the sanitary environment, a toilet seat sheet constantly carried by the user and giving the sanitary environment in any toilet is thus required and an article other than the portable tissue paper usable as an advertisement medium is also required up to now. SOLUTION: This toilet seat sheet is formed by punching a water-soluble material, which is easily disposed on a toilet seat of an existing Western-style flush toilet and has a sufficient dimension usable for sitting, into an H-shape hole, is used by spreading the folded toilet seat sheet and installing it on the Western-style flush toilet seat, and is disposed along with the excretory substance after the use.
