An oil-in-water type emulsion cosmetic composition is provided to improve use feeling and hardness of the cosmetic composition by improving skin affinity and water evaporation-inhibiting ability of the composition and serving butter-like properties to the cosmetic composition. The oil-in-water type emulsion cosmetic composition comprises (1) 1-10 wt.% of dimethicone/vinyldimethicone crosspolymer, (2) 2-10 wt.% of glycerylester-based emulsifier, (3) 1-10 wt.% of polyvalent alcohol selected from lauryl alcohol, cetyl alcohol, stearyl alcohol, cetearyl alcohol, oleyl alcohol, behenyl alcohol, linoleyl alcohol, undecylenyl alcohol, palmitoleyl alcohol, linolenyl alcohol, arachidonyl alcohol, erucyl alcohol and a mixture thereof; (4) 1-10 wt.% of higher fatty acid selected from stearic acid, lauric acid, myristic acid, behenic acid, isostearic acid, oleic acid and a mixture thereof; (5) 10-40 wt.% of oil selected from cyclodimethicone, dimethicone, diethylhexyl carbonate, hydrogenated polydecine, myristic acid isopropyl, liquid paraffin, vegetable squalane, macadamia nut oil, jojoba oil, avocado oil, olive oil, camellia oil and a mixture thereof; and (6) a remaining amount of water containing glycerin or water-soluble active components as plant extracts.
