An image forming apparatus having a print density control function and an image forming method using the image forming apparatus are provided to prevent papers from thickening or expanding and to minimize an effect of a print image by reducing a dot number in a high print density area on the paper. An image forming apparatus(100) having a print density control function includes a controller(130), a storage(120), and a print part(140). The controller controls the image forming apparatus according to commands of a user such as recognizing received print data as at least one block, calculating a dot number in the block, selecting blocks having the dot number which exceeds a threshold dot number, and reducing the dot number by rearranging selected dots. The storage stores print data received in the image forming apparatus. The print part prints by controlling the dot number based on print data whose print density is controlled by the controller.
