A heat-radiating heating panel consists of a body with a current-conductive support-heating element inside, which located on an insulating lining. The element is made of glass fabric covered with current-conductive graphite coating. A heating part of the body and inside heating part that directly contacts through insulating leaning with the current-conductive support-heating element are covered with a layer of high-silica sand or other silicate covering. This gives possibility to raise temperature of outside surface. For keeping of rare panel of the heater from heating it is used insulating element - mineral cotton. The body of the heating panel is a flat closed box made of galvanized steel.
