A double composite waterproof panel having a shock absorbing type sealing structure is provided to shorten a period of construction by protecting a waterproof layer from external force and constructing a waterproof layer and a waterproof layer protection member at the same time, and to minimze the impact transferred to a waterproof layer and to protect a waterproof layer by absorbing and dispersing external impact. The double composite waterproof panel(110) having a shock absorbing type sealing structure comprises a protection plate(104) having many ݘ-shaped embossings(103) including projections(101) projected upward and grooves(102) formed on the base of the projections at regular intervals, and a sealing member(105) fused or attached to the base of the protection plate to seal up the grooves of the embossings, thereby to cut off the circulation of the inside air of the grooves with the outside air. In addition, a shock absorbing member(106) made with mesh fiber, woven fabrics or non-woven fabrics are attached on the top of the projections of the protection plate to absorb and to disperse external impact caused by re-filling or placing press concrete.
