PROBLEM TO BE SOLVED: To obtain a charging device capable of providing the satisfactory cleaning performance of a cleaning member regardless of the material of the cleaning member. SOLUTION: A charging roll 14 and a sponge layer 100B are abutted on each other so that the number of cells 140 of the sponge layer 100B in the circumferential direction (rotative direction; the direction of arrow 8) of the charging roll 14 within a nip area A between the cleaning roll 100 and the charging roll 14 is equal to or larger than six but equal to or smaller than twenty-one. This prevents such a problem that the pressing force of the cleaning roll 100 is insufficient and hence the cleaning of the charging roll 14 is insufficient or the pressing force of the cleaning roll 100 is excessive and hence the charging roll 14 is rubbed with soil resulting from cleaning. In addition, this ensures the satisfactory cleaning performance of the cleaning member with proper pressing force regardless of the cell density of the material of the cleaning roll 100.
