PROBLEM TO BE SOLVED: To easily remove foreign matter without requiring a flow control function and a special foreign matter discharging mechanism. SOLUTION: First, an inlet valve is closed by a valve control part to stop the supply of a pressurized water to a water turbine (S101). Next, the water turbine is rotated in the reverse direction by a rotation control part (S102). Then, the water turbine is rotated to a matching position by a positioning control part and stopped at the matching position by a rotation stop control part (S104). The inlet valve is opened by the valve control part to supply pressurized water to the water turbine (S105). After a predetermined time is passed, the inlet valve is closed again by the valve control part to stop the supply of pressurized oil to the water turbine (S106).
