PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device and an illumination device capable of surely controlling lamp power at full lighting as well as at dimming, capable of quickly controlling the lamp power by setting a target lamp power within a short period at dimming. SOLUTION: The discharge lamp lighting device and the illumination device is composed of a step down chopper circuit 4 for controlling power to be supplied to the discharge lamp 8, a serial circuit of resistors 13, 14 for detecting lamp voltage, a micro-computer 18 for outputting standard voltage corresponding to the lamp power at full lighting corresponding to the detected lamp voltage when full lighting signal is input, calculating lamp power of full lighting when a dimming signal is input, outputting standard voltage corresponding to the lamp power at dimming, basing on values a and b corresponding to the above lamp power, detected lamp voltage, and dimming amount, and a controller 15 for controlling the step down chopper circuit basing on the standard voltage output from the micro-computer.
