PROBLEM TO BE SOLVED: To provide a soil-covering material enabling production of cover soil returnable to nature and retaining herbicidal effect for a long time: and to provide a method for producing cover soil enabling production of homogeneous cover soil excellent in workability. SOLUTION: The soil-covering material comprises (A) at least one selected from the group comprising earth and sand, crushed material and wasted material, (B) at least one selected from a group consisting of anhydride and gypsum hemihydrate, and (C) at least one selected from a group consisting of vinyl acetate resin and acrylic resin.
