The device has a central guide (12) and a peripheral guide (13) respectively with outer and inner surfaces defining a passage (14) to receive an insulating material in a viscous state. A sleeve (15a) is provided distinct from the guides. A part of the sleeve is inserted between the guides and has openings (16) vented on the guides. A centering rod positions an air plenum and a sinking chamber in a longitudinal axis. An independent claim is also included for a process of manufacturing an alveolar sheath around a conductor.
