A wavelength assignment device for minimizing 3R wavelength converters and a method thereof are provided to set a new optical path in a type for minimizing 3R wavelength conversion in a WDM(Wavelength Division Multiplexing) network structure having a limited maximum transmission range, so as to suppress usage of unnecessary high-priced 3R wavelength converters, thereby increasing efficiency of network operation. More than one path set is selected among all transceiving nodes, and it is decided whether a new optical path generation request exists(S100,S102). Routing paths are extracted as many as the number of the more than one path set between transceiving nodes having the request(S104). It is decided whether wavelength consecutive segment sets consisting of one consecutive wavelength as satisfying a maximum transmission range for ensuring transmission quality of optical signals exist among the extracted routing paths(S106). If so, a path using a wavelength of the smallest index is selected, and wavelength assignment is performed(S118).
