PROBLEM TO BE SOLVED: To provide a developing device capable of smoothly and stably guiding a transfer material, such as paper, after the transfer of a toner visible image to a fixing section without increasing power consumption, and to provide an image forming apparatus using the developing device, and a conveying method for a transfer material. SOLUTION: The developing device 1 of a rear transfer system transfers a toner visible image T, formed on an OPC drum 4, to the underside of recording paper S and conveys it to a fixing section. The developing device 1 has a metal plate 8 disposed behind and above the OPC drum 4 and having an insulation film 9 attached to the underside of the plate 8, and having an arbitrary potential set so as to electrostatically attract the recording paper S to the insulation film. Since the recording paper S with the positively or negatively charged toner visible image T transferred thereon is attracted to the insulation film 9 disposed behind and above the OPC drum 4, the recording paper S after the transfer of the toner is smoothly and stably guided to the fixing section.
