PROBLEM TO BE SOLVED: To provide a mobile communication system wherein a time until the connection of a call transmitted from a mobile terminal is finished can be decreased. SOLUTION: The user equipment transmits an RRC Connection Request to a radio network controller to establish a line switching call or a packet call. The radio network controller transmits the NBAP: Radio Link Setup Request to a node B, transmits the RRC Connection Setup to the user equipment, and transmits the ALCAP: AAL2 Connection Setup to the node B. The node B transmits the Radio Link Setup Response, the ALCAP: AAL2 Connection Setup Response, and the Radio Link Restore Indication to the radio network controller.
