PROBLEM TO BE SOLVED: To provide an anionic polymer with high conditioning effect. SOLUTION: This anionic polymer comprises a structural unit corresponding to a hydrophilic (meth)acrylamide and/or (meth)acrylate (A), and a structural unit corresponding to an anionic monomer (B) as principal components, where the ratio of the structural unit corresponding to the monomer (A) is 50-99 mass% and the ratio of the structural unit corresponding to the monomer (B) is 1-50 mass%, respectively relative to the total weight of the polymer.
