PROBLEM TO BE SOLVED: To provide a cement manufacturing method where the generation of an organic chlorine compound in a cement manufacturing step can be basically suppressed and where the discharge of the organic chlorine compound from the cement manufacturing step can be certainly suppressed. SOLUTION: A waste containing a copper ion and a chloride ion and/or soil containing a heavy metal are used as a part of cement raw materials. Cement is manufactured by controlling the used amount of the waste so that the concentration of copper from the waste and/or the soil containing the heavy metal is lower than specified concentration. It is favorable that the concentration of copper coming from the waste in clinker and/or the soil containing the heavy metal is 100 mg/kg or less in clinker. The waste containing the copper ion and the chloride ion and/or the soil containing the heavy metal is charged in the end part of a kiln as a part of the cement raw materials and then cement is manufactured.
