PROBLEM TO BE SOLVED: To provide an image processor, and the like enabling pattern matching processing easily. SOLUTION: An image processing system has an image input 100, such as a scanner device; the image processor 130 for processing an image inputted by the image input 100; and an image output 150 for performing the reproduction, or the like of the image processed by the image processor 130. The image processor 130 has an image processing section 131 for performing binarization processing, or the like to the image inputted by the image input 100, a skew angle determination section 132 for determining a skew angle when a skew angle recognition pattern image is detected in the image, a rotating section 133 for rotating a reference pattern stored in a memory 136, and a pattern matching section 134 for performing pattern matching processing by the reference pattern rotated by the rotating section 133.
