A shatterproof nail clipper is provided to prevent spattering of cut nails by installing a cover on an existing nail clipper and enable a user to handle his nails more safely and cleanly. A device for preventing scattering of nails. A nail clipper is made of a metal material. A cover is made of a plastic and a metal material. The shatterproof nail clipper prevents cut nails from making unclean the circumference. A cover which is made of a thin plastic material is used to prevent a user from being hurt by a sharp part of the nail clipper not in use of the nail clipper and is used to prevent spattering of cut nails in use of the nail clipper. On one side of the nail clipper, a device for abrading a user's nail is installed.
