PROBLEM TO BE SOLVED: To suppress the deterioration of a developer, by reducing the carrying amount of the developer to an image carrier without causing load to the developer to increase. SOLUTION: A regulating part 14a of a developer amount regulation member 14, for regulating the amount of a developer carried by a developing sleeve 17, is arranged on a first regulation area 24, which is an area from a position facing on a developing main pole N1 of a magnet member 18 included in the developing sleeve 17, up to a position facing a carrying pole S1 directed to the rotating direction on the upstream side of the developing sleeve 17, shown by arrow A, and an area from a position, where magnetic flux density in a normal direction on the outer peripheral surface of the developing sleeve 17 becomes minimum, up to a position where the magnetic flux density in the normal direction becomes maximum. Consequently, the carrying amount of the developer to a developing area 21 can be reduced, without narrowing the distance D1 between the developing sleeve 17 and the regulating part 14a.
