PROBLEM TO BE SOLVED: To provide images corrected with high processing accuracy in a short time. SOLUTION: The video monitoring device 200 provided with an imaging apparatus 210 and a universal head 200 for turning the imaging apparatus and controlled by a monitoring terminal 300 connected through a communication network 400 comprises: an apparatus control means 230 for controlling the imaging apparatus and the universal head on the basis of a control command received from a monitoring terminal; an image conversion means 242 for converting video signals inputted from the imaging apparatus to video data to be transmitted to the monitoring terminal through the communication network; and an image correction means 244 for calculating the degree of blur generated in images indicated by the video signals accompanying the operation of the universal head on the basis of the operation information of the imaging apparatus and/or the universal head inputted from the apparatus control means and correcting the video data corresponding to the degree of the blur.
