Provided are a simple low cost opening/closing device in which surface pressure on a cam is suppressed and a low cost mobile device using the opening/closing device, having excellent reliability of hinge joint section. In the opening/closing device, one member (20) and the other member (30) are hinged to each other. To pivot the other member (30) relative to the one member (20) in the opening direction, an operation cam (130) is operated to move first and second pivot cams (160, 140) and a movable cam (150) engaging with the second pivot cam (140). The second pivot cam (140) and the movable cam (150) respectively have kinds of end-face cam sections ((142, 153), (143, 154)) that are opposite to each other in the axis direction at different radii (r1, r2) from a guide center axis (110c). The direction in which the other member (30) is urged by urging means (170) is reversed by changing the states of engagement between the end-face cam sections according to pivoting of the first pivot cam (160).
