PROBLEM TO BE SOLVED: To realize the stabilization of action of a wiper device and the miniaturization of the wiper device using a piezoelectric element. SOLUTION: An opened hollow part 6 with a bottom is provided at a rotating shaft 5 of the wiper device 1 having the piezoelectric element 3. A cylindrical retainer 15 with a bottom is arranged in the opened hollow part 6. A compression coil spring 19 and a steel ball 21 are stored in the retainer 15. An upper end of the steel ball 21 abuts on a protruded cover 23 from an upper end of the retainer 15. The steel ball 21 is pressed downward by the cover 23, and the compression coil spring 19 is compressed. Accordingly, pressing force F in an axial direction is imparted to the rotating shaft 5, and an abutting surface 14 of the rotating shaft 5 is pressingly in contact with an upper surface 12a of a bearing 12, so that rotation resistance force is generated at the rotating shaft 5.
