An apparatus and a method for transforming block size of an encoder are provided to efficiently select a transform method from a moving picture compression algorithm supporting a method for transforming block size. An image analysis part(100) analyzes the input image data of an encoder or input data of a transform apparatus and determines whether deterioration in subjective quality happens. A section estimation part(200) estimates a section where the deterioration in the subjective quality is predicted when loss compression is performed. The first selection part(300) selects a method for transforming size of a block including the section by using a result of the estimation. A transform group(400) operates a transform part corresponding to the method selected by the first selection part. The second selection part(500) selects a final selection method by a result of the transform group.
