A 3-layer specials tube coating apparatus and a method using powder fusion are provided to reduce the manufacturing time and cost by simplifying a cutting device and to obtain a coating layer with uniform thickness by coating a specials tube through three times. The 3-layer specials tube coating apparatus using powder fusion is composed of a rotating device(20) horizontally rotating a steel pipe(60) or a specials tube with placing the steel pipe or the specials tube; a cutting device(30) installed at the side of the rotating device, to produce the specials tube by cutting the center of the steel pipe turned by the rotating device, along a diagonal line; a first coating device(40) mounted on the other side of the rotating device, to form an epoxy layer by coating the surface of the specials tube heated in a heating furnace, with powder jetted through a sprayer; and a vertical deposition furnace into which modified polyethylene adhesive powder or polyethylene powder is filled and vertically settled, forming a modified polyethylene adhesive layer on the surface of the firstly coated specials tube or a polyethylene resin layer on the surface of the secondly coated specials tube.
