<P>PROBLEM TO BE SOLVED: To enable to successfully form high quality images for a long time by a simple configuration. <P>SOLUTION: A charging control means 30 controls charging conditions for a charging means 2 used for a photoreceptor drum 1 on the basis of information measured by a transfer current measuring means 10. Charging for preventing drum ghost is set only when necessary. This prevents the current value of a charging bias from unnecessarily increasing, and thereby prolongs the lifetime of a photoreceptor drum 1.
