PROBLEM TO BE SOLVED: To provide a filter for flat-panel display and its manufacturing method excellent in productivity and in re-working through simple processes without missaligning when adhering panels. SOLUTION: This is a flat-panel display filter which has at least a transparent base and a transparent adhesive layer formed on the outermost surface. The filter has a thin film part at the peripheral part of the filter that has the transparent adhesive layer thinner than the transparent adhesive layer formed at the center, and satisfies formula (1): 2≤D1/D2≤30, when representing the thickness of the transparent adhesive layer at the center by (D1) and the thickness of the transparent adhesive layer at the thin film part by (D2).
