PROBLEM TO BE SOLVED: To provide a telephone exchange system to realize communication by constituting a communication network among terminals such as multiple IP telephone terminals without use of a centralized system (transit switch) such as a softswitch. SOLUTION: The telephone exchange system forms groups including multiple terminals connected to a network to use in common the intrinsic information and terminal information showing the communicating condition, provides a common storing region for storing terminal information of the terminals belonging to the same group to multiple terminals, sets synchronization of the common storing region information for each change of terminal information due to transition of the terminal condition including connection or disconnection of terminals to detect whether a calling destination is in the same group of the caller or not, detects the communication information of the calling destination in the common storing region within the group when the calling destination is in the same group as the caller, connects the calling destination to the group to which the terminal of the calling destination belongs when the calling destination is in the different group, and detects the communication information of the calling destination in the common storing region in this group to execute the communication process with the terminal of the calling destination with this communication information.
