PROBLEM TO BE SOLVED: To provide a floor surface forming technology which can form a concrete floor surface excellent in flatness and appearance in a relatively short time without depending on a skilled operator, and contributes to the alleviation of a physical burden on the operator. SOLUTION: A floor surface forming device is formed of: a face leveling apparatus composed of a small-load type surface leveling device 1 for applying a load of about 11 kg/m<SP>2</SP>per unit area to a concrete surface by the bottom surface of a leveling board 2, a large-load type surface leveling device for applying a load of about 75 kg/m<SP>2</SP>and a plurality of rotary trowels rotating like propellers by a driving force of a prime mover in contact with the concrete surface and a flat plate-shaped finishing trowel arranged in part of a peripheral area of the rotating surface of the rotary trowels while being connected to the face leveling apparatus via a link mechanism. This floor surface forming method includes a step of finishing the concrete surface to a final finishing surface by using these components of the apparatus in this order. COPYRIGHT: (C)2007,JPO&INPIT
