PROBLEM TO BE SOLVED: To provide an easily settable unit capable of performing water retention and water supply of soil easy to dry and drainage in a low land, and to provide a method for performing water retention, water supply and drainage of soil. SOLUTION: This water retention, water supply and drainage unit is composed of a blockage part (3) made by blocking one side of an opening part of a cylinder, and 2-8 holes (2) to pass a water supply and drainage pipe through the end side of the other opening part (1). The water content of soil around the upper part of the water retention, water supply and drainage unit is managed by a method for adjusting water retention, water supply and drainage through singly burying the water retention, water supply and drainage unit at constant intervals, or passing the water supply and drainage pipe (4) through the water retention, water supply and drainage unit followed by burying at constant intervals. Soil, wood chips, sponge and other porous material and water retaining material are each filled as a filling material (6) in the water retention, water supply and drainage unit so as to keep stability and water retention of the ground.
