A converter (1) for recovering electric power has its own power generation device (5) that supplies power to a load (6) in cooperation with receiving-end power of a power receiving end (2); a heat storage section (12) that, when excess power occurs with a target value of receiving-end power set to zero, stores the power in the form of heat; and a control section (9) that, when excess power occurs, determines whether there is line disconnection in CT (7), the determination being made by raising the target value of receiving-end power from zero to a predetermined level and judging whether there is any increase in a receiving-end current.
