PROBLEM TO BE SOLVED: To remove both discharge products and removal object materials larger than the discharge products existing on an image carrier surface, from the surface, with respect to a cleaning device which is employed in an electrophotographic system of a copying machine, facsimile equipment, a printer, or the like and removes residues such as residual toner, and an image forming apparatus including the cleaning device. SOLUTION: Two rolls 151 and 152 which rotate in a state in which peripheral surfaces 151a and 152a are brought into contact with a surface 11a of an image carrier 11 after transfer of a toner image to a transfer object face 30, wherein one roll 151 out of two rolls 151 and 152 has particles with a particle size of 30 nm to <5μm dispersed on the peripheral surface, and the other roll 152 has particles with a particle size of 5 nm to <30 nm dispersed on the peripheral surface.
