An apparatus and a method for guaranteeing QoS(Quality of Service) of a heterogeneous access system are provided to simply perform QoS mapping by omitting a mapping process with an IP core network, and shorten handover time. A QoS information management unit(121) manages resource state information received from a target access system and QoS-related subscription information of each user received from a serving access system. A QoS mapping controller(122) sets a QoS parameter of each service session of each user to be used in the target access system by using one of plural mapping methods based on the resource state information and the QoS-related subscription information of each user.
