<P>PROBLEM TO BE SOLVED: To provide a vertical axis windmill excellent in conversion efficiency and durability with a manufacturing cost equivalent to a horizontal axis type windmill. <P>SOLUTION: In the vertical axis windmill provided with a revolution shaft 2 vertically erected on the ground, a plurality of arms 4 capable of revolving around the revolution shaft 2, blades 5 attached to each arm 4 rotationally around a support shaft 6 in parallel with a revolution shaft 2, and a limiter 7 supporting the blades to resist wind when the same is in a following wind position, the blades 5 is formed in a cylindrical shape passing through a horizontal direction and includes a tailplane 8 if it is necessary.
