PROBLEM TO BE SOLVED: To provide a visible viewer detector which confirms that a visible viewer who makes a request exists in front of a display.

SOLUTION: The visible viewer detector has: a request receiving means for receiving a request of content display from the visible viewer via a portable terminal; a behavior instruction information transmitting means for transmitting behavior instruction information which is information for the request received by the request receiving means and instructing the visible viewer to have a predetermined behavior, to the portable terminal; a behavior photographing means for photographing the behavior by the visible viewer; a video analysis means for analyzing a video image photographed by the behavior photographing means; and a behavior comparison means for comparing the behavior analyzed by the video analysis means with the behavior shown by the behavior instruction information.
