A pair of sustain electrodes(131,132) are extended in one direction on the first substrate. A plurality of address electrodes(122) cross the pair of sustain electrodes. A first dielectric layer(115) is formed to cover the pair of sustain electrodes. A second dielectric layer(125) is disposed to cover the second substrate on which the address electrodes are arranged. A phosphor layer is formed in each of the discharge cells. A thickness rate of the address electrodes to the second dielectric layer is 1:3.0 to 1:4.5.
