PROBLEM TO BE SOLVED: To enable an aggregation treatment of a large amount of sulfuric acid pitches in a short time, sufficiently, also at a low cost and in environmental conservation while suppressing the elution of heavy metals and the scattering of a toxic gas. SOLUTION: Massive or tar-like sulfuric acid pitch P is made harmless by loading the aqueous solution of sodium hydroxide or potassium hydroxide as an alkaline neutralizing agent thereinto, mixing to agitate it, dissolving it utilizing generated heat, neutralizing it, also loading sludge generated after neutralization treatment with artificial zeolite Q, and at least one of urban garbage incinerated ash R, red soil, lime (calcined lime, slaked lime) and crude cement to carry out agitation treatment to enable recycling as a road roadbed material or an instantaneous flocculant. Further, 1 to 4 prts. wt. of the artificial zeolite Q, and 0.5 to 4 prts. wt. of at least one of the urban garbage incinerated ash R, the red soil, lime (calcined lime, slaked lime) and the crude cement are loaded into 1 to 2 prts. wt. of the sulfuric acid pitch P.
