PROBLEM TO BE SOLVED: To provide an information recording medium issuance system capable of appropriately managing the charge for use and the like. SOLUTION: Based on the operation information of a user, a terminal device 21 performs a step for generating a recording information request for requesting two or more recording information to be recorded on the information recording medium and outputting the request to a data server 32; based on the recording information request from the terminal device, the data server 32 performs a step for selecting the two or more recording information to be recorded on the information recording medium and outputting the information to the terminal device 21 by a distribution server 34; the terminal device 21 performs a step for recording the two or more recording information from the distribution server 34 on the information recording medium and issuing them; the terminal device 21 performs a step for outputting the issuance history information of the information recording medium including the consideration information of the two or more recording information to a management server 36; and the management server 36 performs a step for tallying the consideration information included in the issuance history information from the terminal device 21 for the two or more recording information each.
