<p><P>PROBLEM TO BE SOLVED: To accomplish a charging system capable of computing appropriate charges or collecting the charges in accordance with a service utilization style. <P>SOLUTION: A charging system comprises a utilization start date data registration section 3011 including a utilization start date data storage region corresponding to each of clients, and a test result judgement section 3017 which tests whether or not a utilization terminal 3001 of a specific client is normally connected to a network on the basis of an instruction from a start date setting section 3010 and discriminates whether or not the test is normally finished.
