PROBLEM TO BE SOLVED: To enable encoding by simple operation without making a user mind about complicated setting by automating an encoder setting such as a codec and a bit rate. SOLUTION: Desired tone quality is selected from a player built-in memory 110 of a player 100 by reproducing a sample data 20 produced according to a different encoding policy and an existing data 30. An encoding policy producing part 60 produces an encoding policy 40 to use from the selected sample data 20 and the existing data 30.
