The device has a loop shaped folding (10) intended to allow the integration of the device on a picket (P). The folding allows the fixing of an upright wire at an end of rectilinear strands (4, 5) that extend from the loop shaped folding, and a hook shaped folding (44) maintains the strands in raised portion. The loop shaped folding is formed to enclose the picket, so that the strands are placed on front and back sides of the picket.
