PROBLEM TO BE SOLVED: To provide a method of manufacturing a low carbon cold-rolled steel strip which is excellent in the smoothness of the surface and used for various kinds of machine members, electric/electronic instrument parts, CVT plates for automotive use or the like. SOLUTION: After removing contaminants of cold-rolling oils or the like which are stuck to the surface of the steel strip by applying degreasing cleaning (alkali degreasing method or the like) to the low carbon cold-rolled steel strip containing, by mass,≤0.12% C, temper rolling is is performed without applying annealing. The temper rolling is taken as a dry method (temper rolling oil is not used) and the roll surface is transferred to the steel strip by using bright rolls. The elongation percentage (ε) of the temper rolling is taken as 0.2-1.5%. The obtained steel strip has the highly accurate smooth surface which is≤0.3μm in surface roughness Ra the variation of which is small. COPYRIGHT: (C)2007,JPO&INPIT
