PROBLEM TO BE SOLVED: To reduce the radius of curvature at a curved part of an optical waveguide to the minimum and to suppress the optical radiation loss at the curved part in an optical modulator. SOLUTION: The optical modulator 2 comprises: an optical waveguide substrate composed of a ferroelectric material having an electrooptic effect; an optical waveguide 5 formed on the optical waveguide substrate; and modulating electrodes 4A, 4B and 4C which apply an electric voltage for modulating light which propagates in the optical waveguide 5. The thickness of the optical waveguide substrate at least in the region of the optical waveguide 5 is 30μm or smaller.
