Disclosed is a recordable optical recording medium which is excellent in recording/reproducing characteristics and productivity, and enables to reduce the production cost. Specifically disclosed is a recordable optical recording medium (10) having a structure wherein an inorganic recording film (6), a dielectric film (4) and a light-transmitting layer (5) are sequentially arranged on a substrate (1). The inorganic recording film (6) is composed of a metal film (2) and an oxide film (3) sequentially formed on the substrate (1). When the inorganic recording film (6) is irradiated with light, oxygen in the oxide film (3) is separated therefrom by photocatalysis, thereby increasing the oxygen concentration on the metal film (2) side and greatly changing optical constants.
