Disclosed is a solid electrolytic capacitor which has a shielding layer in a region separating a positive electrode region from a negative electrode region in a base for solid electrolytic capacitors which has a porous layer on the surface. The shielding layer is made of a solution or dispersion of a heat-resistant resin or a precursor thereof which does not contain any additive for shielding layer modification (excluding a silane coupling agent), or the amount of the additive for shielding layer modification contained therein is not more than 0.1% by mass (based on the mass of the heat-resistant resin or the precursor thereof). Such a capacitor is high in insulation of the shielding layer, and thus has high reliability.
