PROBLEM TO BE SOLVED: To provide a cooking procedure generation apparatus, a cooking procedure generation method and a cooking procedure generation program which allow scheduling with an order condition based on common senses in cooking taken into consideration to be performed.

SOLUTION: The cooking procedure generation apparatus for generating a cooking procedure based on an input recipe is provided with: a recipe database (105) for storing a recipe including at least one partial recipe with a start condition which is a unit recipe for one working unit of the cooking procedure, in which a first intermediate product necessary for starting the unit recipe, resources necessary for cooking, time required for the cooking, and a second intermediate product generated by the cooking are described; an order restriction registration part (103) for specifying a unit recipe to be started when the preceding unit recipe stored in the recipe database (105) ends in the unit recipe stored in the recipe database (105); and a schedule generation part (102) for scheduling the cooking based on the input recipe and the restriction of the cooking order.
