PROBLEM TO BE SOLVED: To shorten a start-up time in the starting of heat storage and to improve heat exchanging efficiency. SOLUTION: In this latent heat storage device 10 wherein a heat medium 13 is circulated between waste heat generating facilities or heat demand facilities and a container 11 filled with a latent heat storage material 12, heat is exchanged by direct contact of the heat medium 13 and the latent heat storage material 12 in the container 11, and the heat is movable between the waste heat generating facilities or heat demand facilities and the container 11, a specific gravity of the latent heat storage material 12 is higher than that of the heat medium 13 so that two layers are formed in the container 11, and the latent heat storage material 12 is stirred by a screw 16 or a stirrer 18a to increase the contact with the heat medium 13 and to improve heat exchanging efficiency. Further, bubbles 13a are broken by a net 15 to prevent mixing of the latent heat storage material 12 into the heat medium 13. In an initial period of heat exchange, a passage of the heat medium 13 from a supply portion 14a to a discharge portion 14b is formed by a threaded rod, a heater and the like to shorten the start-up time.
