A comprehensive anomaly judgment unit comprehensively judges whether or not there is an anomaly based on detection results of the sound anomaly detection unit and the image anomaly detection unit. When the comprehensive anomaly judgment unit judges that there is an anomaly, an anomaly notification unit notifies a controller 14 of the anomaly. An anomaly can be reliably detected by the comprehensive anomaly judgment.
