PROBLEM TO BE SOLVED: To perform relay wireless communication between mobile radio units while skipping a dedicated repeater station. SOLUTION: A radio wave transmitting means 31 for repeater station search causes mobile radio units (first and second mobile radio units 40 and 41 and a third mobile radio unit 42) to transmit radio waves for repeater station search in accordance with a first order. A measuring means 32 causes each of the mobile radio units to measure a field strength of a radio wave for repeater station search from another mobile radio unit. A collection means 33 collects information relating to measurement results regarding the field strengths in the mobile radio units as collection information. A determination means 34 determines the third mobile radio unit 42 that becomes a repeater station regarding wireless communication between the first and second mobile radio units 40 and 41 on the basis of the collection information. A relay operating means 35 operates, as a repeater station, the third mobile radio unit 42 that has been determined in the case of the wireless communication between the first and second mobile radio units 40 and 41.
