Disclosed is a FXR inhibitor comprising a compound represented by the formula (I') or a salt or a prodrug of the compound or salt: wherein each symbol is as defined in the description. The FXR inhibitor has an excellent FXR-inhibiting effect, can significantly decrease the blood LDL-cholesterol level or the blood non-HDL-cholesterol level, and exerts an effect of decreasing the triglyceride level, an effect of increasing the HDL-cholesterol level and an effect of promoting the excretion of bile acid into the feces.
