PROBLEM TO BE SOLVED: To prevent the receiving performance of user's transmission data having higher priority from being deteriorated by setting the priority of user's transmission data in accordance with the radio propagation path state of a downlink for every user and arranging the user' transmission data having higher priority in the vicinity of propagation path estimation data. SOLUTION: In the scheduling method, a scheduling part 20 determines the arrangement of a plurality of user's transmission data to be supplied from a data buffer part 11 to a transmission data control part 12 on the basis of a radio propagation path characteristic variation information from a corresponding mobile station MS which is supplied from a propagation path information processing part 19, and a transmission control part 12 generates slot transmission data constituted of successively arranging the modulation data of user's transmission data with low propagation path characteristic variation speeds from the modulation data of user's transmission data with high propagation path characteristic variation speeds continuously with a pilot signal on the basis of the determined arrangement.
