PROBLEM TO BE SOLVED: To attain reduction or leveling of a processing amount concerning voice coding in a telephone call voice recorder of a type which performs coding processing for recording separately from that for telephone calls. SOLUTION: A telephone call voice recorder comprises: an input voice converter part 113 for performing digital conversion of input voices under telephone call; an input voice accumulation part 141 for accumulating voice signals from the input voice converter part 113; a voiced/unvoiced sound judging part 131 for judging whether the voice signal from the input voice converter part 113 is voiced or unvoiced; a recording voice coding part 124 for performing coding processing of the voice signals; and a recording operation control part 143 for inputting the voice signals accumulated in the input voice accumulation part 141 to the recording voice coding part 124 to perform recording processing when the judgement result of the voiced/unvoiced sound judging part 131 is unvoiced, and performs coding processing of the voices under telephone call and also performs recording.
